Tetra Tech is increasing awareness and demand for climate-smart initiatives and improving Kosovo’s capacity to support effective climate change adaptation and mitigation.
Kosovo has made significant strides toward achieving its national climate goals and policy obligations to the European Union under the European Green Deal. It has embarked on an ambitious plan to reduce its greenhouse gas emissions and adapt to the impacts of climate change, including through a proposed Climate Change Strategy (2019–2028).
However, Kosovo faces challenges, such as limited institutional capacity to develop a legislative framework for climate action and limited coordination between national and local stakeholders. Public understanding of climate change risks and impacts on livelihoods, health, infrastructure, and economic growth is nascent. Further, critical economic sectors, such as agriculture, forestry, and industry, are increasingly vulnerable to climate change and often unable to manage climate risks.

The Kosovo Adapt Activity, funded by the U.S. Agency for International Development (USAID), aims to improve Kosovo’s capacity to adapt to climate change. Tetra Tech is applying a climate-resilient development pathway approach that combines adaptation and mitigation strategies. Through this approach, we are:
- Raising awareness of climate change issues and potential impacts on priority economic sectors
- Catalyzing the development of locally practical climate change information and analysis tools
- Supporting national and local governments to utilize and improve climate adaptation tools and decision-making
- Leveraging a Climate-Smart Innovation Fund to support private sector-led climate action
- Strengthening disaster risk management capacity
We are engaging stakeholders to implement climate-smart policies and design sustainable incentive mechanisms, supporting municipalities to integrate climate adaptation into municipal development planning, and developing public-private partnerships to pilot climate-smart technologies and solutions.
Our climate experts engage with citizens, civil society organizations, and the private sector in Kosovo through an iterative, continually evolving adaptive management strategy. The Activity’s inclusive approach integrates marginalized groups traditionally excluded from resource prioritization or climate adaptation conversations, including a burgeoning youth population. We facilitate dialogue and private-sector engagement to identify levers that can increase access to and use of critical climate information and tools. Our team helps guide investment and decision-making in a rapidly changing environment and legal context.
